SkyWatch Unveiling

Friday morning (July 30, 2010) at the Fultondale Promenade Shopping Center, Mayor Jim Lowery unveiled the latest addition to Fultondale’s Public Safety Program. In the presence of local citizens, City Council Members and numerous members of the news media, the Mayor demonstrated the capabilities of the City’s Sky Watch Surveillance Tower. The Sky Watch Tower is a fully mobile police observation and command center.  Fultondale becomes only the third city in the State of Alabama to deploy a tower of this type. The Sky Watch Tower contains a manned command center that can be elevated to a height 28 feet above the ground where one or two officers have an unobstructed view of the surrounding area. At the officers’ disposal are two camera systems that contain a 360 degree daylight 30X Zoom camera capable of discerning a tag number at more than 1000 feet. Additionally, an infrared camera has night vision capabilities of 30X Zoom up to 1000 feet. A second camera system has motion tracking capabilities with 10X Zoom. Both camera systems can be manipulated by the officers in the tower to obtain the desired views and zoom settings. All camera systems are backed up to a digital archive system for future use, as needed. The Tower has also been equipped with a police band radio, a public address system and weather monitoring displays.

The Sky Watch Tower is totally self-contained and can be set for operation by a single officer within 15 minutes. It can be towed by a one ton-truck and operates on a built-in diesel engine or from a commercial power outlet. The tower has built-in heating and cooling systems to allow long term deployment of the system.

Stormwater Program

What is Stormwater Runoff?

Stormwater runoff is generated when precipitation from rain and snowmelt events flows over land or impervious surfaces and does not percolate into the ground. As the runoff flows over the land or impervious surfaces (paved streets, parking lots, and building rooftops), it accumulates debris, chemicals, sediment or other pollutants that could adversely affect water quality if the runoff is discharged untreated. The primary method to control stormwater discharges is the use of best management practices (BMPs). In addition, most stormwater discharges are considered point sources and require coverage under an NPDES permit.
